\n The House is expected to vote on Thursday on a\u00a0bill to provide $14.3 billion in aid to Israel as it fights a war against Hamas \u2013 a move that sets up a clash with the Democratic-led Senate over aid to Ukraine and proposed funding cuts in an early leadership test for Speaker Mike Johnson.\n <\/p>\n

\n Democrats have called for aid to Israel to be paired with additional security assistance for Ukraine in its war against Russia. In the Senate, there is bipartisan support for\u00a0aid to Israel and further aid to Ukraine. But in the House, many Republicans are opposed to sending more aid to Ukraine, putting the two chambers at odds. Senate Majority Leader Chuck Schumer slammed the House GOP Israel bill in a floor speech on Thursday, calling it a \u201cdeeply flawed proposal\u201d and saying the Senate will not take it up.\n <\/p>\n

\n In an attempt to offset the cost of the $14.3 billion in Israel aid, the House bill would rescind $14.3 billion in funding for the Internal Revenue Service.\u00a0The nonpartisan Congressional Budget Office has said, however, that the proposal to offset aid to Israel by cutting IRS funding\u00a0would add to the deficit\u00a0and result in roughly $26.8 billion in lost revenue over 10 years.\n <\/p>\n

\n Democrats say aid to Israel should not be conditional upon funding cuts and have seized on the CBO assessment to call the GOP proposal unserious. \u201cThe hypocrisy here is that by cutting funding to go after tax cheats, (it) will actually explode the deficit by billions and billions of dollars. What a joke,\u201d Schumer said.\n <\/p>\n

\n Schumer went on to say that the Senate \u201cwill not be considering this deeply flawed proposal from the House GOP. Instead, we will work together on our own bipartisan emergency aid package that includes aid to Israel, Ukraine, competition with the Chinese government and humanitarian aid to Gaza.\u201d\n <\/p>\n

\n The deep divide between the House and Senate comes as government funding is set to expire on November 17 and the threat of a potential government shutdown looms.\n <\/p>\n

\n The new House speaker\u00a0has defended his decision\u00a0to make\u00a0Israel\u00a0aid conditional\u00a0on IRS spending cuts and signaled he would not support an emergency supplemental package if doesn\u2019t include\u00a0offsets.\n <\/p>\n

\n \u201cI did not attach that\u00a0for\u00a0political purposes, OK. I attached it because, again, we\u2019re trying to get back to the principle of fiscal responsibility here,\u201d\u00a0Johnson\u00a0said\u00a0at a news conference Thursday. \u201cAnd that was the easiest and largest pile of money that\u2019s sitting there\u00a0for\u00a0us to be able to pay\u00a0for\u00a0this immediate obligation.\u201d\n <\/p>\n

\n Johnson\u00a0also committed to passing a Ukraine\u00a0aid\u00a0package\u00a0after they deal with\u00a0Israel, but said\u00a0it would need to be attached to stricter border security provisions \u2013 a move that further throws the prospects of Ukraine funding into doubt in Washington.\n <\/p>\n

\n \u201cUkraine will come in short order, it will come next,\u201d\u00a0Johnson\u00a0said. \u201cAnd you\u2019ve heard me say that we want to pair border security with Ukraine \u2026 If we\u2019re going to take care of a border in Ukraine, we need to take care of America\u2019s border as well.\u201d\n <\/p>\n

\n Johnson also reiterated that he believes \u201cwe\u2019re going to need another stopgap funding measure\u201d\u00a0to avoid a government shutdown on November 17, and favors one that lasts until January 15, but said they\u2019re still figuring out exactly what it would look like.\n <\/p>\n
