They plan to leverage it against Tesla and Toyota"},"content":{"rendered":"<div data-editable=\"content\" itemprop=\"articleBody\" data-reorderable=\"content\">\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeq4a3o000r26p122utc9hx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The United Auto Workers hopes the significant wage and benefit gains in tentative agreements with Ford, General Motors and Stellantis, the parent of Jeep and Chrysler, will spark unionization efforts throughout the US auto industry.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clofxq75200063b6ic30kx56t@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But the UAW\u2019s ambitious plans to organize Tesla and other non-union automakers face steep odds.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeq4uiv00043b6ir60ek8mc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cOne of our biggest goals coming out of this historic contract victory is to organize like we\u2019ve never organized before,\u201d UAW President Shawn Fain said Sunday, signaling that the union plans to marshal the new contracts at the Detroit automakers to win over other workers. \u201cWhen we return to the bargaining table in 2028, it won\u2019t just be with the Big Three. It will be the Big Five or Big Six.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeq4uiv00053b6iv8y5de3l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      In the 1970s, the UAW had 1.5 million members. Today, its membership has dwindled to 380,000, even while American automobile manufacturing has surged in recent decades. To grow, the UAW will need to gain a foothold at non-union automakers, which produce more than half of the cars assembled in the United States.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeq4uiv00063b6ictbsegx6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Yet big wins at the Detroit automakers won\u2019t change the significant obstacles the UAW must surmount to unionize foreign-owned auto plants in the South \u2014 including Toyota, Hyundai, Honda, Volvo, Mercedes, BMW, Nissan and Volkswagen \u2014 and Tesla, which has non-union plants in California and Texas.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloesnjm200063b6iv2k51st9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      These companies have been elusive targets for the union in the past. In order to make progress, the UAW will have to overcome fierce management resistance, employee surveillance, unfavorable labor laws and political leaders in the South who are hostile to unions.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdjbi000l3b6i87wjgjoc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThis is a sizable victory. I wouldn\u2019t minimize that,\u201d said Harry Katz, a professor at Cornell University\u2019s School of Industrial and Labor Relations. \u201cI just don\u2019t know that it\u2019s going to overcome all the difficulties facing organized and un-organized labor.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgg000n3b6iueciecm8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Even if union efforts fail, however, the contract agreements could force non-union automakers to preemptively increase workers\u2019 wages and benefits to try stave off union pressure.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgg000o3b6ivjwwfmlb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Historically, UAW talks with the Detroit automakers have been closely watched by non-union automakers and suppliers.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clofr61w1000e3b6iol8x0z3s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Already, Toyota has raised wages in the wake of the UAW\u2019s tentative settlements, which raise the top wage to more than $40 an hour and increase starting wages to more than $28 an hour.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clofrauop000g3b6islm0jn6l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Pro-union publication Labor Notes\u00a0reported\u00a0Tuesday that Toyota workers got pay increases of $2.94 to a maximum of $34.80 per hour for production workers and $3.70 to a maximum of $43.20 per hour for skilled trades employees. (Toyota confirmed it raised wages, but did not say by how much.)\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgg000q3b6ihkzbdngf@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The UAW will have to overcome weak protections for labor organizing in the United States and automakers\u2019 aggressive tactics to defeat unions.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgg000r3b6i5fs0tlax@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Companies often try to persuade workers against voting in favor of a union, hiring \u201cunion-avoidance\u201d consultants in an attempt to dissuade employees and weaken workers\u2019 unionization efforts. Even if a majority of workers casts ballots in favor of a union, negotiations on pay, benefits and other areas can drag on for years \u2014 and the longer companies can stall, the better it is for them, and worse it is for workers.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloft97zg00003b6ib94rvj3y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Employers also generally face weak remedies for violations of workers\u2019 rights to organize under the National Labor Relations Act. Employers do not face monetary penalties for illegally retaliating against workers for exercising their rights, and workers do not receive compensatory damages when they face illegal retaliation.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgg000s3b6itzn7rhth@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cIt\u2019s very difficult to organize in the face of serious and significant management opposition,\u201d said Thomas Kochan, a professor at the MIT Sloan School of Management.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgg000t3b6ij2pxt95j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Many automakers in recent decades have moved to the South, drawn by cheaper labor, fewer regulations, tax incentives and anti-union laws. Every state in the South has \u201cright to work laws,\u201d which allow workers to opt out of paying fees to a union at their workplace, even if they benefit from union bargaining agreements, undercutting a union\u2019s financial resources to strategize and collectively bargain.\n  <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cloes4nge00003b6iofsl3g71@published\" class=\"image image__hide-placeholder\" data-image-variation=\"image\" data-name=\"GettyImages-1689016025.jpg\" data-component-name=\"image\" data-observe-re data-breakpoints=\"{\" image--eq-extra-small=\"\" data-original-ratio=\"0.6315\" data-original-height=\"1263\" data-original-width=\"2000\" data-url=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/gettyimages-1689016025.jpg?c=original\" data-editable=\"settings\">\n<div class=\"image__container \" data-image-variation=\"image\" data-breakpoints=\"{\" image--eq-extra-small=\"\">\n       <picture class=\"image__picture\"><source height=\"1263\" width=\"2000\" media=\"(min-width: 1280px)\"  type=\"image\/webp\"><source height=\"1263\" width=\"2000\" media=\"(min-width: 960px)\"  type=\"image\/webp\"><source height=\"1263\" width=\"2000\" media=\"(min-width: 480px)\"  type=\"image\/webp\"><source height=\"1263\" width=\"2000\" media=\"(max-width: 479px)\"  type=\"image\/webp\"><\/source><\/source><\/source><\/source><\/picture>\n    <\/div>\n<\/div>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgg000u3b6ig1vlbsjk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Workers have also outright rejected the UAW in recent years at Nissan and Volkswagen in Tennessee; Toyota in Kentucky; Mercedes-Benz in Alabama; and other foreign-owned plants in the South, sometimes with help from Republican state officials. Tennessee Gov. Bill Lee in 2019 visited Volkswagen\u2019s plant in Chattanooga to encourage workers to reject the union. Former South Carolina Gov. Nikki Haley, now a contender for president, said in 2015 she was a \u201cunion buster\u201d when recruiting automakers to the state.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloes806l00003b6i7fn01bxs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      President Joe Biden, in contrast, became the first President to speak at a UAW picket line during the recent strike, when he briefly joined a protest in Michigan.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgg000v3b6iyuh6bxp3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      As automakers race to build electric vehicles, though, many are opening new facilities in the South. The region has picked up 66% of planned EV jobs, according to a recent report by the Environmental Defense Fund.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgg000w3b6ienez60us@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Pay at southern auto factories is lower than top UAW wages, according to a study this year by researchers at Alabama A&amp;M University and Jackson State University, but the wages are typically higher than other industries in the South.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqk6is001o3b6iymy40mwx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      This means that auto companies have more leverage over their employees if they threaten to leave, Kochan said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh000x3b6ioa6nfkpz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Companies \u201cwill argue, with some basis of reality, that jobs in their plants are higher paying than workers can achieve in other jobs in the South,\u201d he said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh000z3b6ihijhvrxu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Despite the challenges, the UAW\u2019s seeming victories against the Detroit automakers put the union in its best position in years to mount successful campaigns at foreign automakers, experts say.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh00103b6iovcgyamj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThese settlements send a strong message to non-union workers in other automakers and across the auto supply chain that this is what a strong union can do for you,\u201d Kochan said. \u201cThere\u2019s going to be more organizing on the basis of these settlements and the UAW\u2019s intent to try to recoup organizing losses.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh00113b6i0uzu3yqr@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The UAW for years has been plagued by corruption, which has hurt its ability to organize new workers. But it could be harder for anti-union forces to make that argument against Shawn Fain, who ran on an anti-corruption platform, and the current UAW leadership.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh00123b6i53eatjyv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cFain will bring incredible energy and an inspired organizing staff and will no doubt build on workers in the transplants who have been following what he\u2019s won in Detroit,\u201d said Harley Shaiken, a professor emeritus at the University of California, Berkley. \u201cAll that said, it could prove to be a long uphill fight.\u201d\n  <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/cloes5wyx00023b6iwlurbgkx@published\" class=\"image image__hide-placeholder\" data-image-variation=\"image\" data-name=\"GettyImages-1719486442.jpg\" data-component-name=\"image\" data-observe-re data-breakpoints=\"{\" image--eq-extra-small=\"\" data-original-ratio=\"0.65\" data-original-height=\"1300\" data-original-width=\"2000\" data-url=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/gettyimages-1719486442.jpg?c=original\" data-editable=\"settings\">\n<div class=\"image__container \" data-image-variation=\"image\" data-breakpoints=\"{\" image--eq-extra-small=\"\">\n       <picture class=\"image__picture\"><source height=\"1300\" width=\"2000\" media=\"(min-width: 1280px)\"  type=\"image\/webp\"><source height=\"1300\" width=\"2000\" media=\"(min-width: 960px)\"  type=\"image\/webp\"><source height=\"1300\" width=\"2000\" media=\"(min-width: 480px)\"  type=\"image\/webp\"><source height=\"1300\" width=\"2000\" media=\"(max-width: 479px)\"  type=\"image\/webp\"><img decoding=\"async\" src=\"https:\/\/connectwithfund.com\/wp-content\/uploads\/2023\/11\/gettyimages-1719486442.jpg\" alt=\"UAW President Shawn Fain, center left, stands for pictures with the Rev. The union lost a close vote there in 2019.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh00143b6iaim41jbn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      It may be easier for UAW to organize Volkswagen and other European automakers like BMW and Mercedes-Benz than automakers from Asia, experts say.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloftnunc00023b6idgp3a2c9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      In Europe, automakers are unionized, and European labor leaders\u00a0could push the automakers to remain neutral on US organizing efforts. European companies may be more amenable to US unions due to their deep and mutually beneficial experience with them. Union representatives at Volkswagen, for example, are on the company board.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh00153b6iobvonqyv@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      UAW also has its sights set on Tesla, which controls around 60% of the US electric vehicle market.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh00163b6ix9njmkqq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The UAW has tried and failed to organize at Tesla, led by Elon Musk, in the past. Musk, the world\u2019s richest man, is an outspoken opponent of unions and the National Labor Relations Board has repeatedly cited Tesla and Musk for illegal or improper anti-unionizing activities\ufeff. Last year, the NLRB said it was unlawful for Tesla to prohibit employees from wearing shirts bearing union logos, and the agency directed Musk to\u00a0delete a 2018 tweet\u00a0saying employees would lose their stock options if they formed a union.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh00173b6imx9bs1dy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Employees at Tesla\u2019s Fremont California factory have formed an organizing committee with the UAW, Bloomberg reported, in what could be a first step to trying to form a union again. (A UAW representative declined to comment to CNN.)\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh00183b6ionh1lmur@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cTesla will be the biggest and most public battle, given what we can expect as all-out resistance from Elon Musk,\u201d Shaiken said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh001a3b6i6x76mu7a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Union advocates want President Joe Biden to help the UAW advance its efforts at non-union companies receiving federal funds.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh001b3b6i3a7iu7pz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Now that the UAW has tentative agreements at the Detroit automakers, some union advocates are calling on Biden to use his administration\u2019s influence to set standards at non-union electric vehicle plants in the South.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh001c3b6iddz2l2jm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The Biden administration is giving federal incentives to speed up automakers\u2019 transition to EVs. Union organizers and supporters want the Biden administration to push automakers that receive federal funding to adopt a position of neutrality on unions and negotiate a set of baseline standards.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh001d3b6ipfdpthd9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThe Big 3 and other automakers are locating EV manufacturing plants, battery and other supply-line facilities in rural, Black communities in the South,\u201d a group of more than 60 Black elected officials wrote to Biden this week. \u201cWith the influx of transplant companies\u2026the Biden Administration must do more to ensure the standards of the current UAW agreements are the norm, not the exception.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh001e3b6ih1ag21fc@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Erica Smiley, executive director of the advocacy group Jobs with Justice, which helped organize the letter to Biden, said the UAW must expand organizing in the South, a region that is now crucial in the auto industry.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh001f3b6i8cgb8yns@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      If the union fails to expand, the rise of non-union labor in the region could undercut the UAW\u2019s strong contracts with the Detroit automakers, Smiley warned.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cloeqdkgh001g3b6io2hefr4j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThis isn\u2019t the time to say \u2018we\u2019ve won\u2019 and move on,\u201d she said. \u201cThe strength of this agreement won\u2019t be widely felt and will be quickly undermined if the rest of the industry isn\u2019t held to higher standards.\u201d\n  <\/p>\n<\/p><\/div>\n<p>Read the full article <a href=\"https:\/\/www.cnn.com\/2023\/11\/01\/business\/uaw-union-tesla-toyota-south\/index.html\" target=\"_blank\" rel=\"noopener\">here<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The United Auto Workers hopes the significant wage and benefit gains in tentative agreements with Ford, General Motors and Stellantis, the parent of Jeep and Chrysler, will spark unionization efforts throughout the US auto industry.
