Dusty Johnson who uttered that memorable phrase.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_B3181A37-3AE3-535E-67CA-2BE04AD44EF6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The South Dakota congressman was referring to the current House mess after eight Republicans voted (with Democrats) to oust Kevin McCarthy as speaker.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_25AC295D-C9F8-76FC-0E5F-2BE04AD59224@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But whether or not the House Republican majority elects a new speaker anytime soon is irrelevant. What we\u2019re seeing now is something we haven\u2019t seen in modern times.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_F2036E12-7A64-D1F8-DC67-2BE04AD610B8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      This episode is symptomatic of a historic Republican divide in the House: It\u2019s not just over ideology but also over trust in their leaders to compromise in a way that makes the party happy.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_7F21452C-14D6-E637-6C98-2BE04AD7AE6C@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Much of the recent discussion over House Republican divisions tries to frame it along the right-left ideological spectrum. Those who voted against McCarthy are more conservative, on average, than the GOP at large \u2013 and this is a very conservative House majority. But there are plenty of Republicans who are quite conservative and didn\u2019t vote McCarthy out (think Texas Rep. Chip Roy, for example).\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_1E47132D-B5AB-06B6-7671-2BE04AD888DC@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      What\u2019s also going on is a split over whether Republicans should try to govern by way of compromise. Are people willing to line up behind the compromises House GOP leaders have made with Democrats to keep the government going?\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_69412F53-C534-F329-FBEB-2BE04AD8A6B2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Analyzing roll call votes in Congress can offer some answers. Not surprisingly, the Republican representative who has been the least friendly to party leadership this Congress is Florida\u2019s Matt Gaetz, according to a metric produced by the academics at Voteview.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_4A891582-7B72-04E3-6969-2BE04AD9E988@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      More importantly, the difference on this score between those House Republicans most open to compromise and friendly to party leadership and those most opposed (i.e., the top fifth and bottom fifth percentiles) is wider than it has been in the past 80 years. These lawmakers on the edges of the conference are so important because of how narrow the current GOP majority is \u2013 all it takes is a few members to topple the speaker, as we saw earlier this month.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_AFE82D7D-86BA-81AE-646C-2BE04ADAFF4A@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Representatives like Gaetz didn\u2019t pop out of nowhere. They are in the Congress because people elected them.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_3341F718-3F3E-7C04-B4AD-2BE04ADB3567@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Specifically, many of the same people who really like former President Donald Trump.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_DD7FF4B8-1D30-C97F-C29F-2BE04ADD2DED@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Take a look at a question asked in our latest CNN\/SSRS survey published on Thursday. We asked whether Republicans in Congress should \u201cstand firm on beliefs without compromise, even if not much gets done in Washington, or work across the aisle to get things done in Washington, even if it means losing out on some high-priority policies?\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E2C27E29-150B-71A0-C8F2-2BE04ADDDBBD@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      A majority of voters who are behind Trump in the 2024 GOP primary contest (52%) wanted Republicans in Congress to stand firm. Among Republicans not behind Trump, just 23% preferred lawmakers who didn\u2019t compromise. Most (77%) yearned for congressional Republicans who worked across the aisle.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_BFF385E9-14F5-7DD2-410D-2BE04ADE5480@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Of course, most Republicans (58%) are backing Trump in the primary, the CNN poll found. Part of Trump\u2019s appeal is that he isn\u2019t a conventional Republican who does business as usual.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_46EB5707-C820-F88C-12DD-2BE04ADF53EE@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Therefore, it shouldn\u2019t be surprising that a majority of Trump supporters (56%) approve of McCarthy being removed as speaker after he made a deal with Democrats to avoid a government shutdown.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_BB83EB69-E737-3E66-017B-2BE04AE09A83@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Among all other Republicans, only 37% approved of McCarthy\u2019s ousting.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E8F25583-5D86-C107-D4E7-2BE04AE1F59B@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      I should note that among Republican voters, the idea of compromising to avert a government shutdown isn\u2019t terribly different than it was a decade ago. What does seem to have changed, to some degree, is the people in Congress.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_873106FD-35A1-FEFB-D0A7-2BE04AE1B051@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      GOP lawmakers who were seen as anti-establishment a decade ago \u2013 like Kentucky\u2019s Thomas Massie, who voted to retain McCarthy as speaker \u2013 are apparently not anti-establishment enough these days.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_4914A3E2-AF60-4FBC-F334-2BE04AE2FB20@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Folks like Massie have been pushed aside for folks like Gaetz. For at least some Republicans in Congress, this now is the party of Trump.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D76BEEA2-4E69-2964-0429-2BE04AE39FD0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Another key difference is that the current size of the House GOP majority is more reminiscent of the late 1990s and early 2000s than the tea party era of a decade ago.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2567A168-0564-2C37-05A3-2BE04AE53CB9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Some 25 years ago, NBC polling found that Republicans were far more open to compromise than they were to standing on principle. When it came to negotiations with Democratic President Bill Clinton, 63% of Republicans wanted compromise and only 28% wanted to stand on principles when forced to pick between the two choices.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_B7E45A70-0B2D-3841-5FFC-2BE04AE61AD0@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Today, Republicans again have a slim majority in the House \u2013 but with a party electorate willing to tolerate a lot in the name of principle.
