JD Vance, Josh Hawley and Marco Rubio wrote Treasury Secretary Janet Yellen a letter on Tuesday\u00a0warning the US Steel\u00a0deal has \u201cdire implications for the industrial base of the United States\u201d and \u201cwas not entered into with US national security in mind.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmdoql00083b6hibv3tax3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Yellen chairs the\u00a0Committee on Foreign Investment in the United States\u00a0(CFIUS), an interagency panel empowered to review transactions involving foreign investment in America to determine the impact on national security. CFIUS members include the heads of the Department of Defense, State, Homeland Security and Justice.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmdoql00093b6h2uf9a8hi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      CFIUS \u201ccan and should block the acquisition of US Steel by NSC, a company whose allegiances clearly lie with a foreign state and whose record in the United States is deeply flawed,\u201d Vance, Hawley and Rubio said. They argued CFIUS should launch a review of the deal unilaterally, especially because US Steel received competitive bids from American companies.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmdoql000a3b6h3scfg9ka@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The lawmakers note that domestic steel production is \u201cvital to US national security\u201d and cited steps taken by Republican and Democratic administrations to bolster the steel industry. Vance is the junior senator from Ohio, while Hawley and Rubio represent Missouri and Florida, respectively.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmdoql000b3b6hein0iemn@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cAllowing foreign companies to buy out American companies and enjoy our trade protections subverts the very purpose for which those protections were put in place,\u201d the Republican lawmakers wrote.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmdoql000d3b6hhxelvtpa@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Vance, Hawley and Rubio cautioned that Nippon Steel \u201cdoes not share US Steel\u2019s storied connection to the United States and its financial interests are tied to those of Japan.\u201d The lawmakers note that Nippon has previously been found guilty of unlawfully dumping flat-rolled steel products in the United States.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmf6uu000j3b6h47clkn4k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Ohio\u2019s other senator, Democrat Sherrod Brown, also issued a statement Monday opposing the deal.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmg0id000l3b6hia5ems2f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cA foreign company should not be able to swoop in, ignore the voices of union workers, and buy a major American steel manufacturer behind closed doors,\u201d said Brown, who faces reelection in 2024. \u201cNippon and US Steel have insulted American steelworkers by refusing to give them a seat at the table and raised grave concerns about their commitment to the future of the American steel industry.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmhiis000n3b6h7wfwf596@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Brown said that if US Steel is going to be sold, it should be purchased by Ohio-based Cleveland Cliffs, which had the support of the United Steelworkers union in its failed effort earlier this year to buy US Steel.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcn6b7n001j3b6h3n3nrh8y@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Sen. Joe Manchin, the West Virginia Democrat who is not seeking reelection but is still considering an independent campaign for president, also attacked the sale of the company to a foreign rival.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcn7uwg001l3b6hfbmb9y5k@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThis is a major blow to the American steel industry which has been instrumental in making us the superpower of the world and a direct threat to our national security,\u201d he said in a statement Tuesday. \u201cAt a time when domestic manufacturing \u2013 including in the US steel market \u2013 is facing increased competition from unfair trade, we must be doing everything we can to prevent any further deterioration of American ownership\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmkshk000p3b6hwpoyax49@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Sen. John Fetterman, a Pennsylvania Democrat, also decried the proposed sale.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmm96x000r3b6h0k4upya6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cIt\u2019s absolutely outrageous that US Steel has agreed to sell themselves to a foreign company,\u201d Fetterman said Monday in a statement. \u201cSteel is always about security \u2013 both our national security and the economic security of our steel communities. I am committed to doing anything I can do, using my platform and my position, to block this foreign sale.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcn2tjw001f3b6hee7w41tm@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      And the United Steelworkers union is also on record opposing the deal.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcn3acg001h3b6hgj8tgnq6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The proposed deal \u201cdemonstrates the same greedy, shortsighted attitude that has guided US Steel for far too long,\u201d said USW President David McCall. \u201cWe remained open throughout this process to working with US Steel to keep this iconic American company domestically owned and operated, but instead it chose to push aside the concerns of its dedicated workforce and sell to a foreign-owned company.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmqdhj000t3b6htnc7cvrt@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Despite the growing political opposition to the deal from politicians and the United Steelworkers union, it is unlikely that CFIUS would block the deal by a close US ally such as Japan, said Michael Leiter, head of the CFIUS and national security practices at law firm Skadden, Arps.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmsqr5000v3b6h48sctrbl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThis has\u00a0never\u00a0happened before for a Japanese buyer of a US business &#8211; even in the height of US-Japan trade tensions in the 1980s and 1990s &#8211; and it seems quite unlikely that it would do so here,\u201d he told CNN.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmuyb1000x3b6hqzgsqaoy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      No matter the recommendation of CFIUS, the final decision rests with the president, Leiter said. Even with the political pressure from the both parties and the importance of Ohio and Pennsylvania in next year\u2019s election, Leiter doesn\u2019t think Biden would act to block the deal.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmvmxm00123b6h3dyeafgh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cWere President Biden to reject the deal this would immediately create a significant issue with our Japanese allies\u00a0given the importance of collaboration on other critical issues such as China and semiconductor production and supply chains,\u201d he said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcteki900003b6hqgokm6em@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Asked about the proposed deal at Tuesday\u2019s White House press briefing, White House Press Secretary Karine Jean-Pierre declined to specifically comment on the acquisition because of the fact that deal \u201ccould potentially be a regulatory review.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcth65o00053b6hib0rz2ed@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The president supports \u201cprotecting American manufacturing that supports family sustaining union jobs,\u201d she said, adding he \u201cis committed to competition, because he knows competition means lower costs for consumers and higher wages for workers.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmdoql000e3b6hk9brshpj@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Representatives from US Steel did not respond to requests for comment on the letter or Brown and Fetterman\u2019s objections. Treasury declined to comment.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqcmdoql000f3b6hjsq58mzq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      US Steel officials touted the deal on Monday, arguing it\u2019s in the best interest of all parties, including the United States.
