The new data is the first glimpse into how many people may be struggling to afford their student loan bills after the three-plus-year freeze.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9etoi000g3b6h5zbl30iu@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      For comparison, fewer than 26% of borrowers missed their payment in October 2019, before the pause went into effect, the Department of Education told CNN.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9e50900083b6hfyop6708@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But borrowers who miss payments through September 2024<strong> <\/strong>won\u2019t face significant penalties thanks to an on-ramp period created by the Biden administration. During that period, borrowers won\u2019t be reported as delinquent or in default<strong> <\/strong>to the three national credit bureaus. But interest will continue to accrue.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9e50900093b6hhmj0ofdi@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cWhile most borrowers have already made their first payment, others will need more time. Some are confused or overwhelmed about their options,\u201d Undersecretary of Education James Kvaal wrote in a blog post Friday explaining the new repayment figures.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9e509000a3b6hejw85zog@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      It may take time for some borrowers to figure out how much they owe each month and how to fit the payment back into their budget after the long pause. Some may want to enroll in a different repayment plan to reflect possible changes to their financial situations.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9wxez00193b6hp5ehg6ka@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Millions of borrowers have a different student loan servicer than they did before the pause went into effect. Complicating matters further, some borrowers\u00a0encountered hourslong wait times when calling their servicer with questions as the pause ended.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9gp5x000k3b6hz2lv131g@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      There are potentially millions more student loan borrowers who didn\u2019t make their October payment due to problems created by their student loan servicers, which are contracted by the Department of Education to collect federal student loan payments.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9gxkx000m3b6hv93441i8@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Affected borrowers were not required to make their October payment because when an error was detected, the Department of Education put them in an administrative forbearance \u2013 during which payments aren\u2019t required \u2013 until the problem is fixed.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9gxkx000n3b6hv3ul9d7x@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The Department of Education previously said that the servicer MOHELA (Missouri Higher Education Loan Authority),\u00a0failed to send 2.5 million borrowers their bills on time. Those borrowers were placed in forbearance, and the government withheld $7.2 million from MOHELA as punishment.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9gxkx000o3b6h71ocsdpx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Additionally, an estimated 305,000 people initially received federal student loan bills with the wrong amount \u2013 many with charges higher than they should be \u2013 when payments resumed. Those errors were not specific to a certain student loan servicer.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9jpmj000v3b6hhj8puk8m@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      There are millions of borrowers who have had their federal student loan debt wiped away since the payment pause went into effect in March 2020.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9khvv000x3b6hwc9312q7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      President Joe Biden\u2019s signature student loan forgiveness program, which promised up to $20,000 in debt relief for low- and middle-income<strong><em> <\/em><\/strong>borrowers, was struck down by the Supreme Court in June. But his administration has canceled\u00a0a record $132 billion of federal student loan debt\u00a0for more than 3.6 million people through existing forgiveness programs on a rolling basis since taking office.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9kj8b00103b6hh4y1jsy9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The cancellations have come through existing federal student loan forgiveness programs, which are limited to specific categories of borrowers, such as public-sector workers, people defrauded by for-profit colleges and\u00a0borrowers who have paid for at least 20 years.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9kj8b00113b6h6hnruk2f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Furthermore, the Biden administration launched a new student loan repayment plan meant to make it easier for borrowers to return to repayment.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9kj8b00123b6hn5yngb3c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The income-driven repayment plan, known as SAVE (Saving on a Valuable Education), is likely the most generous payment option for low-income borrowers. It allows them to make smaller monthly payments while remaining in good standing on their loans.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/clqb9kj8b00133b6h52s7813a@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Plus, unpaid interest does not accrue under the SAVE plan if a borrower makes a full monthly payment.
