In Richmond, Virginia, two elementary schools have added 20 days to the academic year. And in Indiana, students across the state have received more than 36,000 hours<strong> <\/strong>of tutoring over the past year, at no cost to their families.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2F381E26-944F-D131-108F-012B69971ED5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Research has long shown that adding quality instruction time can have a significant impact on students\u2019<strong> <\/strong>academic achievement, though it may not always be easy to get<strong> <\/strong>students, teachers or parents on board with a longer school year, summer school or after-school tutoring.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_7E1097DA-20E1-407F-82D9-012CDF4A5D0F@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But the significant learning loss<strong><em> <\/em><\/strong>experienced during the Covid-19 pandemic coupled with a historic federal investment in K-12 education made the timing ripe for some schools to make big changes. Between March 2020 and March 2021, Congress authorized $190 billion in funding for K-12 schools \u2013 roughly six times what they receive from the federal government in a normal year.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_CF0A9BCF-B18D-AC3A-2B5D-012B699CEB69@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      It\u2019s too early to declare these new programs in Virginia, Texas and Indiana as<strong> <\/strong>success stories, but they are showing promising results \u2013 and could set the example for some significant changes at America\u2019s schools.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_FC9886E3-9494-DB0C-6C18-01324B3A56FA@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Most of Richmond\u2019s public school students returned on August 21 this year. But for roughly 1,000 families at two elementary schools, July 24 was the first day of the<strong> <\/strong>2023-2024 school year.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_391A1FA1-8B28-DCFA-2D13-018E60CF8C06@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The district added 20 days of school to help students at Fairfield Court and Cardinal elementary schools catch up after the pandemic.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_71473989-4CAF-7F33-FF3A-018F2EC33B7C@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cIt\u2019s something that we had been discussing for some time but were a little bit wary of taking it on pre-pandemic,\u201d said Jason Kamras, superintendent of Richmond Public Schools.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_35557D45-BEC1-0A0E-52DD-01954ECB8C86@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cBut coming out of the pandemic \u2026 our kids were really, really behind and we had to put everything on the table,\u201d he said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_BE190B62-8E9F-61F0-3DF7-01A5EC335F31@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Twelve schools in the district applied for the pilot program to extend the school year, but just two showed they had support from the majority of families and teachers, which the district required to move forward. At Fairfield Court and Cardinal elementary schools, about 90% of families and teachers supported the plan.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_35D16BEE-7EC8-4779-A2AB-01AB3628210C@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      A handful of teachers and a dozen families who did not want to participate in the extended school year were transferred to other schools in the district, Kamras said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_426874EA-87F1-C88E-4960-01A9533595FB@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cMost of the families I spoke to were absolutely thrilled to be able to have their kids back in school,\u201d he said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_7D6A5930-D607-8507-21B4-01A963B24ED5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The Fairfield Court and Cardinal schools serve many low-income and immigrant families, who may not have the money to take their kids on vacation, send them to camp or pay for child care<strong><em> <\/em><\/strong>during the summer, Kamras added.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_6A0C8E78-AB42-0BE9-15D1-01A4493D163F@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The pilot program, which pays teachers a $10,000 bonus with a potential second bonus if benchmarks are met, is currently funded with federal money from the American Rescue Plan Act, a sweeping pandemic relief package that passed Congress in 2021. That school<strong> <\/strong>funding expires next September and other financial sources will be needed to continue providing longer school years.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_6291D41E-6BDC-B01F-8AC3-05E9212243D4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Summer break was<strong> <\/strong>just three weeks for about 1,600 elementary school students in Houston this year.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_FAF6291D-3015-1571-92F9-14E12FE1D6FC@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Four elementary schools in the Aldine Independent School District, located on the north side of Houston, have added 30 days to the academic calendar. That means kids went back to school in mid-July and stayed through the end of the following<strong> <\/strong>June. Due to some calendar changes, the students are expected to get up to a six-week summer break next year even with the 30 additional days of school.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_543B9A82-4C4F-3A32-C97A-150812B385F6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The schedule for the additional days looks different than on a traditional school day. While the hours are the same, more class time is<strong> <\/strong>directed at students\u2019 individual needs, and there is more time for working on projects with peers. Each additional day also provides 210 minutes of accelerated math and reading learning time.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_41CEACE1-B22E-3B16-8B31-150E57BE34F7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The Aldine Independent School District, where more than 90% of students come from low-income families that qualify for free or reduced-price lunch, started with two elementary schools extending the academic year in 2021-2022. Two more schools did so the following year, as it became clear that the pandemic exacerbated problems at low-performing districts.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_CA13F3FA-FA30-9D0C-DF78-150E6354DF1B@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      So far, the results are promising, according to LaTonya Goffney, superintendent of Aldine Independent School District. One of the schools was the lowest-performing elementary school in the district before 2020 and is now one of the highest-performing, she said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_7CA527AB-240B-8DB7-96C0-151098605069@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Plus, attendance at the schools that added days continue to be higher than at the other schools in the district.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_889D8AA4-1DEF-ED98-726B-14E12FEB963B@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      A law passed by the Texas state legislature in 2019 helped pave the way to make an extended school year a reality. The law created a program known as Additional Days School Year, which covers half the cost of adding up to 30 days of instruction to the academic calendar. Schools serving pre-K through fifth grades are eligible.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_6FF72FCF-B43A-0CCA-5382-1A85218E82A3@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The local school districts are on the hook for the rest of the cost. At Aldine, the federal Covid-19 relief funds weren\u2019t used directly for the cost of adding days to the school year, but the aid freed up other funds to pay for the initiative, Goffney said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_8D2C5557-20B7-05CC-C5E7-14F6DFB1904C@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      When Aldine started bringing kids back for in-person learning in 2021, the additional school days seemed like the \u201cperfect solution\u201d to address learning loss, said Goffney.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_4E0CDFB8-FD0F-2164-F63B-14F6E124E317@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Goffney admits she was nervous on that first day of school in July 2021.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_3B0455B4-69EE-1057-AAE6-14F6E125CB69@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cBut the parents were there, they were happy. And the kids were happy to be out of the house. People were ready to come back,\u201d she said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_ACCA0C95-1F37-7F21-9568-152FCDA7F96E@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Indiana is using federal pandemic aid to provide tutoring for students throughout the state<em> <\/em>in grades three through eight who come from low-income families and are struggling academically.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_662D5188-B837-93AC-395D-154CCCC38DA4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Dubbed Indiana Learns, the program connects families with tutors and provides $1,000 grants to cover the cost. About six months after the program launched in October 2022, the state made more funding available to families that have already used the $1,000.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_CC021581-724D-A84F-F371-155499FC86C4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Research shows that high-quality tutoring in small groups can have a substantial impact on pre-K-12 students.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_3DA124F3-A945-631D-642D-1555F863E54E@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Indiana families can use the Indiana Learns online platform to schedule tutoring in math or reading for their kids at a time and place that works for them. Sessions can be in person or online and are provided to students individually or in groups of up to four students per tutor.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_50F6EDF9-DEB9-381E-720D-15570C14960E@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cWe wanted to really leverage the parents and the families to also be a part of this solution in supporting their child,\u201d said Katie Jenner, Indiana\u2019s secretary of education.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_8F361D9B-F274-536D-9879-15684F3C7C6E@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cIt was a big bet. But there are so many students who were not passing our state assessments, whose families did not have that extra disposable income to support their child with tutoring,\u201d she added.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_6A3B7A51-39B8-3595-7F07-154E628D760C@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      So far, at least 15,000 students have enrolled in the program and completed more than 36,000 hours of tutoring with nearly 20,000 more hours scheduled, according to The Mind Trust, a nonprofit hired by the state to help run Indiana Learns.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_8DC0A010-D1E5-05FF-2356-1551782D906C@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The tutors are vetted by Mind Trust and come from a variety of places, including existing tutoring companies, current and retired teachers, and<strong> <\/strong>community groups, said Brandon Brown, CEO of The Mind Trust. Tutors cannot charge more than $100 per hour, and the average hourly rate is about $50.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_BC8805CD-8B5F-5166-F099-157787CA4BDA@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Funding for the program will end in September 2024, when the American Rescue Plan Act requires states to have spent the federal pandemic funds. But the state could decide to provide its own funds if the program proves to be a good investment.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_ECF70C23-0F21-9984-7FFF-157C5547E67E@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      It\u2019s unlikely all students will be caught up by the start of the next school year.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_1AA0BBAC-A45D-81AD-A5DD-157B252F27D2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cI think learning loss during the pandemic is a national crisis, and I think it\u2019s important for our country to treat it as such,\u201d Brown said.\n  <\/p>\n<\/p><\/div>\n<p>Read the full article <a href=\"https:\/\/www.cnn.com\/2023\/10\/14\/politics\/pandemic-learning-loss-summer-covid\/index.html\" target=\"_blank\" rel=\"noopener\">here<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Some kids in Houston got just a three-week summer break this year.
